Recently the guys from XNA Team have announced that they released a beta of Community Games on Xbox LIVE which they previously announced back at GDC. This will allow users to creat games using XNA and submit them to XBox LIVE, as well as play and review other games created by other users.
The beta only works for the US. Which, along whith the fact that I do not own a 360 means I cannot try this.
According to the membership page of the XNA Creators Club Online. To use this to it's full capabilities, you need to become a premium member. The price to do so is listed on the page.
I found it quite interesting that they intend to try to encourage a lot good contributions:
